- Build with the .NET 11 preview 1 SDK. - Test with `net11.0`. - Drop testing with `net8.0` and `net9.0`. - Fix new code analysis warnings.

Cherry-pick fix from #2931 for new compiler warning when accessing `Nullable<T>.Value`.
Update to release candidate 1 of .NET 11.
Enable `DeterministicTimestamp` by default, as it becomes opt-out by default in .NET 11 RC1.
Use Preview for C# 15 features.
Fix new IDE0028 warnings.
Add missing patch coverage.

net11.0is explicitly not being added as a new TFM for the packages we ship to NuGet.org.Changes include:
