test: add benchmarks #16

The lib pretends to be a drop-in replacement for the ip pkg, so we need to understand how much the performance is lost due to the extra logic. What's needed:

• Get tinybench
• Touch src/test/bench/basic.bench.js
• Compare isV4Format(), isV6Format(), isPublic() avg latencies
