Because this is already an updateable Recommendation (evergreen), we need to indicate the changes as proposed amendments as per W3C Process proposed amendments wording
I didn't want to touch your existing branch, so I created 2ddd224 for an indication of how this is done. Manually for now, with some sort of automation soon.
