This is the rust counterpart of googlefonts/gftools#1248

A source format cannot carry a compiled font's TrueType hinting: glyph programs
address points by index, and hdmx, LTSH and VDMX have no source form. The
`hintingFiles` config key maps a static TTF to a text file (the format gftools'
gftools-extract-hinting writes) holding its fpgm, prep, cvt, gasp, maxp limits,
device metrics, glyph programs in fontTools assembly with a digest of their
points, and component flags. The new applyHinting step assembles and applies it
after compiling, in place of overlap removal and autohinting, and refuses any
glyph whose points differ; it first restores what a source or compiler loses:
contours starting off-curve, F2Dot14 component matrices, and on-curve points
exactly between two off-curves.
