Replace removed cirq_google calibration and compilation APIs in docs/otoc/otoc_example.ipynb: - Replace cg.PhasedFSimEngineSimulator and cg.Bristlecone with a cirq.Sampler wrapper around cirq.Simulator that applies coherent Gaussian PhasedFSimGate drift per qubit pair. - Remove deprecated gate_set_name argument from cg.get_engine_sampler. - Replace cg.optimized_for_sycamore with cirq.optimize_for_target_gateset(..., SqrtIswapTargetGateset()). - Re-execute the notebook and refresh the output figures.

In Cirq up to version 1.3.x, there used to be a `PhasedFSimEngineSimulator class. It was used in the OTOC example tutorial at https://quantumai.google/cirq/experiments/otoc/otoc_example. The class no longer exists in Cirq 1.4+, and the tutorial fails to run.
This PR updates the tutorial to avoid the underlying error.
