Set the version to 1.5.2-rc1 for the prerelease build - #181

release3.yml refuses a tag that does not match [project] version, and mbt prerelease tags only a -dev or -rcN version. With 1.5.2 in the tree neither v1.5.2-rc1 nor mbt release 1.5.2 can run. 1.5.2-rc1 lets mbt prerelease publish the CI assets built with the pinned toolchain for the comparison against the tested release candidate; mbt release 1.5.2 then sets the version back and tags the release. FMID TUFS152 and DELETE(TUFS151) are explicit and do not change.
