flowey: bump cargo-nextest to 0.9.133 - #3475

Update the NEXTEST version constant from 0.9.101 to 0.9.133, the latest released version, and keep the literal in copilot-setup-steps.yml in sync as required by the comment in that file.

This newer version has a release artifact for aarch64-linux-musl, which will be useful in another PR.
