Combine budget, funding and subscription controls under Group Settings, before Delete group. Remove Budget tab; preserve old links and keep failed budget actions on Settings.
Remove toolbar button sizing overrides and use existing form-actions markup. Replace the shared grey button palette with pale blue, dark blue text and blue borders, including compact/secondary variants and hover states. No group-specific button rules. Bump CSS cache version.
Validation: full Go short tests and vet passed for budget consolidation; agent/groups tests passed for markup follow-up; server regression covers failed funding remaining in Settings. Diff check clean. Browser visual verification remains unavailable due to local browser socket restriction.
