## ci: serialize jobs and isolate token-heavy tests to avoid 429s CI was failing with 429 `RESOURCE_EXHAUSTED`. All jobs share one API key, and the cache/count-tokens tests send ~322k-token prompts. Running them in parallel with everything else exceeds the per-minute token limit. - Run jobs sequentially (Python → JS → Go → Java) via `needs:`. - JS and Go: run cache/token tests first, wait 65s, then run the rest. JS uses `--test-concurrency=1`. Tradeoff: CI is slower.
