Meta: improve DevTools testing

We need to improve test coverage for existing DevTools functionality and add new integration tests for DevTools workflows. In #3983 for example, several type casting issues were fixed that should have been caught by the DevTools test suite instead of being caught by manual testing.

We now have several integration tests for DevTools and test across multiple platforms. Closing as complete.
