Addresses the testing feedback on the scheduled jobs screen. The COVID negative sample cleanup job is retired. Its code and the negativeCovidTestsMaxAgeDays property stay as deprecated for possible reuse, but the job is never scheduled or listed, so servers that set the property stop deleting those samples. Quarantine order temp files now carry the temp prefix, expired entity deletion no longer fails on external message symptoms, sample reports and case links, and the screen gains a search field and a confirmed Run now action.
A manual run waits for a running copy of the same job and holds one timer thread while it waits. Message logs linked to contacts, event participants and travel entries, and the five log cap in person deletion, are left for separate issues.
