💡 Motivation and Context
Stacked on #1035. This brings everything that landed on
mainsincev1forked into 8.0, so the release does not drop it. Note: I was trying to avoid an explicit merge/rebase ontov1without a PR, but this PR is huge! I can do this another way (or split) if preferable, these changes should merge smoothlyChanges
