We'll need this to cross-compile test binaries to run on the VCK190 ARM host.

This pulls in the hw model libraries from Caliptra and allows for accessing them through Bazel in OpenPRoT. These libraries will allow us write tests that interact with a Calitpra DUT using a shared abstraction through both the emulator and FPGA.
