Pipeline: wait only for pending work between manifest transitions #54
Description
Closed after agent review of the bounded experiment/delivery.
Ready local stages no longer incur unnecessary five-minute waits. Qualified implementation is consolidated in PR #63; native deadlines remain unchanged.
Closure records the bounded result, including its limitations; it does not mean the limitation is fixed or a pipeline change is merged. Overall findings, costs and remaining work are summarized in epic #33; PR #63 is the consolidated implementation review. Original execution records remain in prior comments and linked research artifacts.

656c49e2, is open/unmerged, stacked on #52. Both GitHub checks succeeded. Research results.152 locked tests passed in 13.79 s (15.92 s overall, 99,312 KiB peak); lint/format/types/hooks pass. Checks exercise actual generation/native/retention hint propagation, ready evidence, conservative unknown hints, pending handles/cleanup, once mode and held outcomes. The original journal still verifies bound bytes before each effect. Frozen validation/retention core/worker assets remain byte-identical.
After driver checkpoint 6dd7451, real old installed/new source CLI functions ran identical synthetic state sequences with all transport/credential access forbidden. Ready idle 1200 → 0 s, pending 900 → 900 s, held/once 0 → 0; same passes/exits/original flags. The actual active #53 plan was refused with
Manifest/implementation identity changed; no adoption or admission was attempted. These are not native performance/scientific results.Retained exact wheel/sdist hashes and source/check receipts, then removed 5706 disposable test files / 101,934,373 logical bytes. No owned /tmp files or active #53 changes. No extra model/native jobs/calls/spend. The active AnnData run remains frozen 88a0282. Source-only candidate is ready for review; no automatic merge/release or issue closure.
