specify different bandwith and concurrent file upload limit PER (cloud) storage. #9499

Hi,

some cloud storage like Terabox will cause problems if you try to upload too many files too quickly, it would be nice to set limits for such cloud storage platforms, but keep it different for everyone else.

For now it may seem I need to run two instances of alist to get to where I need to be.
